As an independent consultant it is difficult to explore business in Dubai. You will have to get yourself associated with a leading company in UAE who are offering SEO services to their customers or with web developers who are willing to extend their business to SEO services. Mostly SEO services are handled by the Web development companies and hence the chances companies offering SEO services to an outside consultant is highly unlikely.
